Linking European and National Qualifications Frameworks – Processes in Hungary

The aim of the present paper is to shed light on how the learning outcome-based approach in higher education is implemented in Hungary from a ministerial perspective. There have been several major changes in the course structures and in the regulations for higher education in Hungary which were primarily induced by the country’s participation in the Bologna Process and the changes in course-related regulations in the European Higher Education Area. As part thereof is the transition to the cyclic degree structure (Accession to the European Higher Education Area Programme, EHEA) and a multi-level framework which, as a means of regulating outcome criteria, defines requirements in terms of learning outcomes for qualifications levels. The Hungarian Government committed itself to developing a National Qualifications Framework (NQF) in Hungary and linking it to the European Qualifications Framework for Lifelong Learning (EQF). By 2010 – using resources of the Structural Funds – recommendations will be proposed on the development of a single National Qualifications Framework incorporating formal, non-formal and informal forms of learning. According to the preliminary concept the qualifications of different educational sub-sectors (public education, vocational education and training, higher education, adult education) shall be linked to the levels of the NQF along a single framework of descriptors based on learning outcomes. While integrating the various sub-systems, the NQF shall leave untouched the competences of the institutions involved in issuing qualifications.

Az alábbi áttekintés célja, hogy bemutassa miként kerül megvalósulásra a tanulási eredmény alapú megközelítés a magyarországi felsőoktatásban. Hazánkban elsősorban Magyarország Bolognai folyamatban való részvétele és az Európai Felsőoktatási Térségban a szakokkal kapcsolatos szabályozások változása jelentős változásokat eredményezett. e változások egyik a többciklusú képzési struktúrára történő áttérés és egy olyan többszintű keretrendszer, amely – a képzési követelmények meghatározásának céljából - tanulási eredményekben határozza meg a képzési kimeneti követelményeket az egyes képesítési szinteken. A Magyar Kormány elkötelezte magát egy országos képesítési keretrendszer létrehozása és az egész életen át tartó tanulás Európai Képesítési Keretrendszeréhez történő csatlakozás mellett. 2010-ig – a strukturális alapok forrásainak felhasználásával – megfogalmazásra kerülnek a formális, a nem-formális és az informális tanulási formákat átfogó egységes képesítési keretrendszer létrehozását célzó javaslatok. Az előzetes elgondolások szerint a különböző oktatási alágazatok képesítései (közoktatás, szakképzés, felsőoktatás, felnőttképzés) egy tanulási eredményeken alapuló egységes descriptor rendszer mentén kapcsolódnak az OKKR szintjeihez. Miközben az OKKR integrálja a különböző alrendszereket, az egyes képesítéseket kiadó intézmények kompetenciáit érintetlenül hagyja.
