This is an excerpt of a national weekly newspaper (its name is "AZ BUKI" - these are the names of the first two letters of the original Cyrilic alphabet - and this newspaper is a national one devoted to science and education - the picture is of its front page with the Minister of Education and Science on it - from the date when the information about HE_LeO was published) - Issue 4 (782), 24-30 January 2007.

A picture of the text from the same issue (see AZ BUKI 1 - on its second page and continuing on 10th) telling about the Bulgarian Rectors Conference Meeting - it says that it was announced, during the meeting, that the South-West University "Neofit Rilski" is the first Bulgarian university, which together with 5 other universities from European countries along with their ministeries have a project which aim is to support the development of National Qualification Frameworks. Then, there is a detailed information about the project - duration, amount of its funds, the Danube University Krems as the coordinator, as well as the names of all partner universities and they countries of origin, etc.

Title page of the book that our Bulgarian partner produced. The title of the section about our project is: The competence orientation and the learning outcoms (HE_LEO) - pp. 108-119. At the end of the book, among the appendices are: the European Qualification Framework (in Bulgarian) and the verbs used in defining the learning outcomes, from the Gosling & Moon's brochure (translated in Bulgarian, too). The purpose of the book was to present the global trends, the European developments, the national legislation, regulations, current HE policy and the institutional (South-West University) context - regulations, codes, practices, procedures, documentation, etc., as well as the current priorities (like quality framework). So, the idea of the book is to present notonly the present developments and prorities, but also the past and the tradition which the university should preserved and be proud of... The book was (and still is) distributed - free of charge - to deans, heads of departments, administrators, and anyone involved in organizations of studies. It's very valuable because is rich in reference data - laws, regulations, norms, instructional documents, and other information (comprising of almost everything one should take in consideration when organizing studies at the university - at every level and any aspect)...
