The Directorate General for Higher Education is the Directorate General of the Spanish Ministry of Education and Science (MES) in charge of general Higher Education matters (Regional governments in Spain are the direct responsible of universities in each region). The DG is responsible for establishing the legal framework for Higher Education, the international relationships of Spanish Higher Education including activities related to the Bologna Process, Lisbon Strategy, and the EQF. The DG is responsible for mobility grants for academic staff, post-doc and doctoral students. It also has a section for studies on Higher Education. Furthermore, it is directly responsible for the Distance University and the International University Menendez Pelayo.
Prof. Dr. Javier Vidal was appointed Director General in June 2006. He is a University Professor from the University of Leon. He is specialized in Higher Education Research and it has published extensively on HE-policy, research policy and related matters.
Involved
Prof. Dr. José-Ginés Mora is advisor of the Directorate General for Higher Education. He is a professor at the Technical University of Valencia and Director of the Centre for The Study of Higher Education Management. One of his tasks in the DG is to lead the working group in charge of defining
the QF for EHEA as a first step for developing the NQF. He will be the DG representative in this project.Bologna and NQF
The DG is responsible of defining the legal framework for developing the Bologna process and for defining the NQF.
The body officially in charge of the QF is the recently appointed National Commission for the QF for the EHEA. The objective of this National Commission is to discuss and to approve the proposal of the working group which is developing the QF. The National Commission is chaired by the Ministry of Education and high level representatives from other ministries and universities association are also present in the Commission
Role and Expectations
Bearing in mind that the DG is currently developing the Spanish QF, this project fulfil the most important necessities at this moment for the DG: to learn from what others are doing and to cooperate in the common development of the QF.
